fix(lib): doom/help-packages: handle missing homepage 
When a package is added via straight local-repo, no homepage can be
determined. Prevent doom--help-insert-button throwing an error in this
case.

fix(popup): add wdired hacks 
Previously, wdired actions will not close popup windows, which is
cumbersome to use. We've already added similar hacks to dired. Now it's
time to add similar hacks to wdired.

20393c7074 feat(default): add use consult-man if available 
`consult-man` is a better version of `man` that computes its candidates
asynchronously and allows the user to pass arguments directly to the man
command. It's basically like `consult-grep` but for `man`.

62074bfcbb tweak(emoji): add emoji-search binding for Emacs 29 
The emojify command takes precedence in case users want ASCII/GitHub
string completion/insertion.

088bd387f6 tweak(lib): add alpha-background support to opacity setter 
This is preferred when available because it does not affect foreground
content like text and images.

revert: fix(cli): set LC_ALL to force english output 
LC_ALL must be set to a locale that exists on the current system, and
there is no locale I can safely expect all systems to have (see #7361).
Fortunately, c8070f1 seems to have addressed the underlying issue, so
this fix can be reverted.

23c0eeba45 fix(multiple-cursors): check evil-local-mode instead of the global one 
For evil compatibility (switching to emacs state during multiple
cursors), when evil is enabled locally by evil-local-mode but not
globally by evil-mode, using the former to check is more accurate.

Also make the state variables local since MC maybe used for multiple
buffers: activate current buffer and while not deactivating here, go to
another buffer and activate there.

fix(cli): suppress coding-system prompts 
Emacs can unpredictably prompt the user to "Select coding
system (default utf-8):" in some cases. The exact cause is a little
different for every user, but it can be suppressed by explicitly setting
a default language environment. This is not desirable in interactive
sessions, however.
