Previously, `+lisp/find-file-in-quicklisp` used a hard-coded directory
aimed at a nonstandard Quicklisp install location, `~/.quicklisp`. The
default install location is `~/quicklisp`, without the dot. This commit
makes the user's Quicklisp directory configurable through the variable
`+lisp-quicklisp-paths`. `+lisp/find-file-in-quicklisp` has been updated
to respect this variable.

I'm considering removing anaconda entirely from the module (to lean on
LSP), but for the time being, this should help with anaconda taking over
ine eglot-enabled buffers.

BREAKING CHANGE: This removes git-gutter as an implementation for the
`:ui vc-gutter` module, leaving only the diff-hl implementation. There
are no longer any +git-gutter or +diff-hl flags for this module. Users
don't have to do anything to keep the vc gutter, unless they prefer
git-gutter for any reason (in which case they'll need to install and set
it up themselves).
This has been planned for some time, because of a roadmap goal for Doom
to lean into native/built-in functionality where it's equal or better
than the third party alternatives. diff-hl relies on the built-in vc.el
library instead of talking to git directly (thus expanding support to
whatever VCS's vc.el supports, and not git alone), which also means it
can take advantage of its caching and other user configuration for
vc.el. Overall, it is faster and lighter.
What I've also been waiting for was a stage-hunk command, similar to
git-gutter:stage-hunk, which arrived in dgutov/diff-hl@a0560551cd and
dgutov/diff-hl@133538973b, and have evolved since.

`tuareg-opam-update-env` has been deprecated, and the `opam-switch-mode`
package is recommended for managing opam switches. This commit adds this
package to the OCaml module
As brought up in #7866, M-/ is bound to dabbrev-expand by default. Also,
a `M-;` keybind already exists on web-mode-map for commenting (and is
the vanilla default for commenting in other modes), so I'm removing this
redundant keybind.

Emacs bug#70914 handles `file://whatever` incorrectly, potentially
crashing emacs.
Fixed in emacs commit 350ae75f5c1c47a03560e43e8699781c04c9078a:
Avoid crashes on MS-Windows due to invalid UNC file names
* src/w32.c (parse_root): Avoid crashes due to invalid (too short)
UNC names, such as "\\". (Bug#70914)
This commit removes the keybinds to add and remove a breakpoint in a
gdscript buffer, which were removed from gdscript-mode long ago, and
replaces them with one binding to toggle a breakpoint.

This addresses the warning emitted when evaluating elisp in org-mode:
Warning (org-element): ‘org-element-at-point’ cannot be used in
non-Org buffer #<buffer debug.org> (emacs-lisp-mode)

This ensures all these fuel keybinds on factor-mode-map (and the
fuel-based lookup handlers) are associated with the fuel-mode
package (in case the user disables the fuel package).

Otherwise `+eval/open-repl-*` commands will emit "REPL handler X failed

The caching of rust-analyzer (RA) is too aggressive and leads to bad
results.
RA does not give a protocol-compliant way to extract 1 line information
from the hover response, so `lsp-mode` displays the first line of the
result, which currently is the byte alignment of the data

Having the same rule in two separate package configs means users must be
aware of both to modify either, which is avoidable complexity. i.e.
(after! (:or julia-repl julia-snail)
(set-popup-rule! "^\\*julia" ...))
I backported `find-sibling-file` in 198fe82 and included with it some
rudimentary `find-sibling-rules` rules for CSS and its various
preprocessor languages. The CSS rule made *.((s[ac]|le)ss|styl) files
the siblings of *.css files, but not vice versa, so users couldn't jump
back to the source file with `find-sibling-file`; a second rule is
necessary.
These may be combinable, considering `find-sibling-file` deletes the
current buffer's filename from the list of candidates...

This removes the truncation of `package!` `:pin`s. This was originally
intended to make packages.el files easier to skim, but in hindsight it
didn't really. It served little other purpose but to make it harder for
folks to interact with the :pin string.
- julia-snail-multimedia-enable is buffer-local, so setq-default is
needed.
- julia-snail-popup-display-eval-results is already :command upstream.
- julia-snail will automatically calculate a (reasonable) value for
julia-snail-popup-display-face in the absence of an explicit setting.
- julia-snail-popup-display-face was filled with references to
doom-themes symbols that aren't global. It's any wonder they worked
before this. Besidse, it's best we not couple this module with one
specific theme (or theme pack in this case).

lsp-java depends on lsp-treemacs without declaring it a dependency, so
lsp-users using :lang (java +lsp) users without :ui (treemacs +lsp) will
experience file-missing errors when lsp-java is loaded.
Prior to this change, whenever you enter an org-mode buffer, any
invisible regions around the cursor (which had been moved by save-place)
would be unfolded unconditionally. There may be cases where moving
the cursor immediately after visiting the file could cause errors (e.g.
when yasnippet tries to wrestle control over the cursor,
org-agenda-switch-to moves the cursor before switching to the buffer,
etc).
This change ensures the expansion *only* happens when save-place does
its thing (and successfully).
