lang/python: remove +ipython flag

+ Replace +ipython functionality with +python/open-ipython-repl command.
+ Use python-shell-interpreter for eval handlers, repl and python
  version detection.
+ Removed various python-shell-* variables for ipython; they are already
  supported upstream.
