private/hlissner: revise bindings (again)

+ Remove defunct + refactor
+ Move evil-easymotion bindings to private/hlissner
+ Remove backtab 'fix' in bindings (doesn't work)
+ Clear leader/localleader keys first
+ Put key "fixers" in input-decode-map

...
