Move editorconfig out of core into tools/editorconfig

tools/editorconfig: remove :recipe #2216 Causes an elusive issue where editorconfig won't build at all, because our editorconfig :recipe doesn't merge into straihgt's cached recipe for the package. This isn't a fix, but a workaround until a better solution can be found.
